A friend of mine here in Madison has several out-of-state people’s modified and/or exotic cars registered at his address. We have no emissions testing here. 7 counties in southeast WI (generally in/around Milwaukee) have emissions testing but not the rest of the state.

I have a major problem with this. If you have the money to have a Bugatti, you have the money to pay the fucking taxes and fees on it.
If you are driving it mainly around Minnesota, you should be giving that money to Minnesota for the roads and everything else you are taking advantage of. What you shouldn’t be doing is registering it in another state so you can save a few thousand on a 7 figure car.

A lot of states are like that. Even though I currently reside in a city with them, my cars are registered at the closest thing to a permanent address I have (and it’s in a spot with no emissions/low taxes).

I’m not sure how exactly other states tax vehicles but ours might be relatively low? We have to pay 5.5% sales tax when registering a car but otherwise it’s only $75/year to renew tags. I think vanity tags are another $15/year.

Yeah, it makes sense to me. Also it would keep the original paint from getting scratched.
